The document was signed by Grigory Gorchakov, Executive Director of the NAS Association, and Sergey Matyukha, General Director of the Tomsk Region UAS Research and Production Centre.
The main purpose of the partnership is to give the developers and manufacturers that belong to the Association direct access to the region’s research and production facilities and to its test range. This will let companies bring new unmanned systems to market several times faster.
Practical value for the industry
Under the agreement, joint work will follow these lines:
• Access to infrastructure: members of the NAS Association will be able to make full use of the Centre’s facilities for design work, ground and flight testing, and certification of their developments.
• Support across the full life cycle: joint development of an integrated system that will let manufacturers plan every stage — from a prototype to serial production and maintenance.
• Entering new markets: pooling efforts to scale successful projects localised at the Centre and to promote Russian products in the markets of friendly countries.
• Removing barriers in practice: drawing on real testing and production experience at the Centre, the Association will prepare well-grounded proposals for revising outdated industry regulations and laws.

The partnership is systemic in nature: the parties will regularly review results and approve annual joint action plans so as to respond promptly to the industry’s needs.
