Agreement with GLONASS JSC: a feedback mechanism for the development of unmanned aviation. The document with GLONASS JSC aims to improve and accelerate regulation in the deployment of technology solutions and to support the initiatives of domestic manufacturers of unmanned aircraft. The signing took place in the presence of the Governor of the Sakhalin Region, Valery Limarenko. The parties will set up a channel for promptly receiving feedback from the professional community in order to develop consolidated positions on the industry’s key issues. The NAS Association will accumulate proposals from enterprises, forward initiatives and offer solutions, including those concerning the development of a unified identification system based on ERA-GLONASS, the strategic planning programme and the full life cycle of unmanned systems. “The agreement sets a clear mechanism for cooperation and unites us in the task of accelerating the transition from experiments to the industrial operation of civil unmanned aviation. Today, together with industry companies and taking into account the position of the professional community, a national ecosystem of autonomous transport is being formed on the basis of ERA-GLONASS. It is important for us that every technology solution deployed helps, step by step, to overcome the specific barriers faced by business and the state on the path to the effective adoption of drones,” noted Alexey Raykevich, CEO of GLONASS JSC. The NAS Association will act as an industry platform for gathering and consolidating the positions of market participants, preparing opinions on draft regulations and initiating changes to legislation. Agreement with the Government of the Sakhalin Region: the region as a test range for autonomous systems. The second agreement was signed with the Government of the Sakhalin Region and provides for creating conditions for piloting autonomous solutions in the region, developing the regulatory framework through experimental legal regimes (ELR), and supporting local developer companies. The Sakhalin Region has unique conditions for testing autonomous systems: a harsh climate, logistical challenges and high demand for technology solutions make the region an ideal site for refining new models of regulation and adopting innovation. “It is important for us that industry enterprises have a direct channel to key technology companies such as the ERA-GLONASS operator, for informing and systematically advancing their initiatives. Under the agreement we are ready to proactively test new digital solutions and submit proposals to adjust regulation so that it does not lag behind the pace of technology adoption. This will allow us to build the work not episodically but on an ongoing basis, in the interests of the entire unmanned-systems market,” emphasised Dmitry Afanasyev, Chairman of the Board of the NAS Association. The agreements signed open the way for joint pilot projects in autonomous logistics, agriculture and infrastructure monitoring. The Association continues to build a network model of cooperation with the regions, technology partners and government structures to accelerate the mass adoption of autonomous solutions in Russia.
