President of the Russian Federation Vladimir Putin has instructed the Government of the Russian Federation to develop a national strategy for the development of autonomous systems through 2036, with the participation of the National Autonomous Systems Association. Directive Pr-1758 was published on 11 July 2026 following the 29th St Petersburg International Economic Forum.
The inclusion of NAS in a document of this level confirms the association’s standing as a key industry platform consolidating the expertise of manufacturers, operators, science and the regions.
The essence of the directive
By 15 December 2026 the Government of the Russian Federation is instructed to:
Item 1a:
Develop, with the participation of the association of operators and manufacturers of autonomous systems “National Autonomous Systems”, and submit a national strategy for the development of autonomous systems for the period through 2036.
Item 1b:
Develop a national strategy for the development of digital platforms and the adoption of platform solutions across sectors of the economy for the period through 2036.

The scale of the task
A national strategy through 2036 is the transition from pilots to mass adoption.
The document must create the conditions for:
🎯 Industrial scaling of Russian autonomous systems
🎯 A unified regulatory environment for all regions
🎯 Clear rules for admitting technologies onto roads, into cities and onto enterprises
🎯 Exporting Russian solutions and building technological sovereignty
This is the foundation for the industry’s development over the next decade.
