At the St Petersburg International Economic Forum, a cooperation agreement was signed between the Federal Air Transport Agency (Rosaviatsiya) and the National Autonomous Systems Association.
The document was signed by the Head of the Federal Air Transport Agency, Dmitry Viktorovich Yadrov, and the Chairman of the Board of the NAS Association, Dmitry Gennadievich Afanasyev.
The agreement is aimed at developing unmanned aviation in the Russian Federation, improving the industry’s regulation and creating conditions for the safe integration of unmanned aircraft systems into the country’s common airspace.
A mechanism for ongoing cooperation
The document provides for building an ongoing mechanism of cooperation between the state regulator and the professional community of developers, manufacturers, operators and operating personnel of unmanned aircraft systems.
The parties agreed to work together on preparing proposals to improve legislation, on expert support for industry initiatives, on exchanging analytical materials and on forming a consolidated position on the market’s key issues.
Priorities of the cooperation
- developing the infrastructure for operating unmanned aircraft systems;
- supporting experimental legal regimes;
- adopting modern digital solutions in air-traffic management;
- scaling up successful practices of using unmanned technologies across various sectors of the economy.

The agreement is concluded for a term of five years with the possibility of further extension.
The signing of the document became the NAS Association’s first strategic partnership agreement with a federal executive authority and confirms the growing role of industry associations in shaping the conditions for the development of high-tech markets.
